COmpleted this game not so long ago.
Thought it was good enough, but they could have gone further with it.
Sure, you could go around arresting perps left, right and centre, but there were no holding posts to hand-cuff them to.
No ability to to call in the hover wagons to pick them up and take them away.
I didn't like focus on undead and vampires either. Though, I understand their connection the Dark Judges.
